In a 1500 gallon livestock tank with a water temperature at 32F, the water still has to give up more than 1,000,000 BTUs (300,000 watts) to the surface atmosphere before it will freeze to a solid. In fact, the only reason portable plug-in heaters work at all is because they induce a mixing flow of the water below the ice to the tanks surface.
